While all bids are generally looked at, only the three lowest bids are scrutinized and kept for review as required by law. In the case of an item per item award all bids may be kept and scrutinized. By law bids are awarded to the lowest responsive and responsible bidder in full compliance to all administrative and technical requirements. All must apply. The purchasing department will review all administrative requirements. This includes but may not be limited to checking all required documents have been submitted, that all documents are complete, that all documents are accurate, that all required documents have been properly notarized and signed, that all unit prices have been properly extended, and that all line item totals equal the final bid total, Bid bonds and consent of surety would be reviewed by the Township Attorney. The three lowest bids will then be submitted to the department head for which the item is being purchased for a review of the technical specifications. For instance, computer bids will go to Information Technology Department, new garbage trucks will go to the Director of Public Works, and road construction will go to the Township Engineer. Each Department head is required to submit in writing his review and recommendation for award based solely on the technical compliance and submit such recommendation to the Purchasing Agent. Upon receipt of all recommendations and approvals the Purchasing Agent will submit all findings and his recommendations to the Business Administrator for review and submission to the Township Council. The members of the Council will review such recommendation and place the necessary resolution for award on a formal agenda. Award can only be made by the Council by a majority vote at a formal public meeting.
