No. The Local Public Contracts Laws, N.J.S.A. 40A:11 et. seq. require that all bids be open and read at the date and time indicated in the Notice to Bidder. Any bids received after the closing of the call for bids announcement will be returned to the bidder unopened. It is incumbent upon the bidder to make sure that his bid is in the proper place at the proper time.
