The Division of Purchasing coordinates and oversees the acquisition of all services, equipment and products utilized by the Township of Brick for all of its daily operations. This includes everything from office supplies to the new semi-automated recycling trucks.
The Purchasing Division also oversees various projects throughout the Township such as renovations and improvements to Township properties through coordination of bids for contractors and overseeing the contractors work.
The Division of Purchasing conducts all Township purchasing activities in accordance with the Local Public Contract Law of the State of New Jersey, specifically N.J.S.A. 40A:11-1 et seq. and attendant rules, N.J.A.C. 5:34 et seq. In an effort designed to assist vendors and contractors in doing business with the Township, a booklet detailing purchasing procedures and state regulations was developed. This booklet includes information on State laws and regulations, bidding, bonds, and payment. Copies of this booklet may be obtained from the Purchasing Division by calling 262-1058.
Purchasing Agent Richard MacDonald Richard MacDonald, Purchasing Agent, has been employed with Brick Township since 1976. Mr. MacDonald is a graduate of both Brick Township High School and Ocean County College. He also is a Registered Public Purchasing Official and a Qualified Purchasing Agent. Mr. MacDonald is affiliated with the New Jersey Governmental Purchasing Association and South Jersey National Institute of Governmental Purchasing.
On January 1, 2006, P.L. 2004, c.19 takes affect. Known as the Local Unit Pay-To-Pay law, this law affects how all contracting units subject to the Local Public Contracts Law (all "municipalities and counties, and their agencies and instrumentalities") and county colleges enter into contracts with a value of $17,500.
The law requires that all contracts with a value over $17,500 (aggregation rule apply) be awarded pursuant a "fair and open" or non-fair and open" process, both of which are defined in the law. The Division of Local Government Services has prepared authoritative guidance explaining the law in context of the Local Public Contracts Law.
