Human Resources

The Human Resources division is responsible for processing the necessary paperwork for new hires and existing employees, as well as retirees. The division also processes the necessary paperwork for disciplinary action and/or disciplinary hearings. Human Resources plays an integral role in ensuring that Township policies and procedures are followed by the workforce. Additionally, the division serves as an interpreter for Department/Division Heads seeking clarification of union contracts, New Jersey Department of Personnel regulations and guidelines, and Township policies. Health Benefits, Worker’s Compensation and Safety are also elements of the Human Resources division.

Since the Township of Brick is a civil service municipality, it is regulated by the New Jersey Department of Personnel (NJDOP). There are a number of procedures that are required by NJDOP for new hires, promotions and title changes. For example, certification lists are created by the NJDOP for positions that are considered competitive by NJDOP. These competitive positions, such as Police Officer, EMTs, Omnibus Operators, are usually processed as an open competitive list which is open to all Township residents. Applicants must apply through the NJDOP directly. Examinations are then administered by NJDOP; however, in some cases applicants are evaluated and scored based on their initial application only without taking a formal examination. The Township receives the NJDOP’s final determination in the form of a certification list which ranks eligible applicants according to their score. The Township is required to hire employees based on the one-out-of-three rule with Veterans receiving preference.

The majority of the Township’s workforce is made up of three unions; Police Benevolent Association (PBA), Transport Workers Union (TWU) and Teamsters. Department/Division heads are considered unclassified, therefore, they do not belong to a union. The PBA union membership encompasses the Police Department (all sworn officers). TWU members are comprised of various departments/divisions, such as Public Works, Recreation, and Administration, Finance and Public Affairs. The Teamsters membership includes a majority of supervisory personnel, such as Public Works supervisors, Supervisors of Accounts, and some higher classified titles that are not necessarily supervisory.
