The Township Council has legislative and policy power. It may investigate administration; remove personnel, except mayor, for cause. Whenever the Mayor shall have been unable for a period of sixty (60) consecutive days, for any of the above-stated reasons, to perform his official duties, an Acting Mayor shall be appointed by a majority of all Council members for the unexpired term of office of the elected Mayor (N.J.S.A. 40:69A-42). Provides finance control function, and determines internal organization consistent with O.M.C. law. May override veto by 2/3 vote.

Councilman Domenick Brando is serving his first term on the Brick Township Counicl.  Domenick is married to his wife Karen, a Registered Nurse, and has been blessed with two sons Anthony and Christian who attend St. Domenic's School.  The Brando's have resided in the Baywood section of Brick Township since they moved here in 1995 from South Hackensack to raise their family.
 
Domenick graduated from Fairleigh Dickinson Univesity with a Bachelor's Degree.  In 1993 he became a police officer for the Township of Hackensack.  As a decorated police officer, Domenick received many certifications in law enforcement but was forced to retired from the police force in 2006 after being hurt in the line of duty.  He is a Certified Homeland Security Intructor and a Certified Incident Commander.
 
Councilman Brando's civic duties include being the past president and founder of Brick Little League, current director of the Brick Traveling Baseball Program, a member of the Knights of Columbus No. 836 and a past member of the Brick Township Planning Board, Board of Adjustment and Citizens Budget Advisory Committee.

Michael Thulen’s educational credentials include a Degree in Applied Science and Building Construction, a Bachelors Degree in Public Administration and an ongoing effort towards receiving an additional Bachelors Degree in Civil Engineering. He holds New Jersey issued specialty licenses in Water Distribution, Water Treatment and as a Construction Official, a Sub-code Official and a Building Inspector. He also holds a Master Captain’s License. These unique skills and qualifications will allow Brick Township to take advantage the very special contributions that he can make to the town council.

Michael is a Construction Manager and Estimator Building Code Specialist for Kay Construction in Mt. Laurel. His responsibilities include building budgets for new projects, networking with contractors and the complicated task of specification writing and design management for projects throughout New Jersey.

In Brick Township, he has served as the Brick Township Chief Engineering Inspector at the BTMUA and presently serves on the Land Use and Finance committees.

Michael Thulen has a track record of giving back to our community. He is an Eagle Scout, who has also served as a Coach for the Brick Recreation soccer team and national baseball team, and as a member of the Brick Township PTO.

He is divorced and has two sons, one daughter, and one daughter-in-law. 

He moved to Brick in 1984 and lives in the Cedarwood Park section of town.

Joseph Sangiovanni holds many titles: CEO, Senior Executive and President. His experience in business has been in, but not limited to, new business development, corporate management, strategic direction, government regulations and operations management. His communication skills allow him to construct and present business plans and concepts to implement operations from inception through profitability. His personnel management skills have been proven strengths in providing vital alternatives to business plans, capture profit opportunities and develop successful action plans. Sangiovanni researches and expands new business opportunities in local, regional and national areas. In doing so, he determines the demographics, analyzes the competition and adapts appropriate sales and market strategies to impact both market share and revenue.

Sangiovanni is the CEO and President of St. John’s Logistic, LLC. The company offers transportation, trucking and import/export services, creating a full-scale operation that generates annual sales of $2 million. Sangiovanni holds full strategic, operating and P&L responsibility for the planning, staffing, financial affairs and marketing operations. Throughout the years, the company has expanded from a 20,000 – 60,000 sq-ft warehouse and established itself as a one-stop shop operation to beat the competition on all fronts. Before Lakewood, New Jersey became a foreign trade zone, Sangiovanni established bonded warehouse/trucking services, making St. John’s Transportation Services Inc the only bonded warehouse/trucking service company in the area.

Before owning his own company, Sangiovanni worked as a regional manager for Yellow Freight Systems in Kansas City, Kansas. Based on his job performance and contributions to the company, Sangiovanni received a fast-track promotion through a series of different managerial positions. He oversaw Human Resource management – recruiting and hiring staff for the Northeast region of over 3000 employees. Also as Human Resource Manager, he reduced total worker compensation payout by 48%. As Regional Sales Manager, Sangiovanni turned a sales area generating $7 million a month and increased it to $27 million a month. He developed and implemented the open lock sales training program that is utilized company-wide. During his time with Yellow Freight Systems, Sangiovanni established company credibility within the marketplace by displaying a strong commitment to quality.

Sangiovanni graduated from St. Peter’s College in Jersey City with a Bachelor of Science degree in Business. He went on to receive his MBA Business at Monmouth University. .

Aside from his professional responsibilities, Sangiovanni was elected to the Brick Board of Education in 1994 and served as the chairman of Personnel and Negotiating Committee. He is Municipal Chairman of Brick Township Republican Party, Board Member of the Ocean County Vo-Tech, Commissioner of the Brick MUA, executive board member of the Police Athletic League and Vice President of the Brick Football Parents' Club.

He has held several positions within local sports activities; he coached Pop Warner Football for 9 years. Led his team to many local, regional and national championship games. He also, coached at Brick National Baseball Senior League. He also competed in the American Drug Free Power lifting Competitions and set the State Bench Press Record for the Masters Division. Joe Sangiovanni was very active in the American Powerboat Racing Association as an owner/driver of Lil Rhino offshore racing team. In Addition, he won the Northeast regional championship along with many local and national races. Joe Sagiovanni lives in the Mallard Point Section of Brick with his wife ,Donna. Dan Toth is a life-long resident and taxpayer in Brick Township. He and his wife, Tamara, reside in the Cedarwood Park section of town.

 

Striving to improve the quality of life in Brick Township, Dan Toth has many ideas he would like to bring to the table. He will work to strengthen the relationship between township, county and state transportation departments to improve the overall driving and safety conditions we must deal with on a daily basis. To instill a sense of community among the residents of Brick Township, Toth plans to have all BTMUA meetings, in addition to the currently televised Township Council meetings, broadcast on our local cable access channel weekly. In an effort to better inform residents of upcoming meetings and events, a community bulletin board will be placed in front of Town Hall.

 

Because of Dan Toth’s strong desire for a clean community, litter enforcement will be a high priority. He will help develop programs that will achieve that goal.

 

As an avid athlete and former wrestler at Brick Memorial High School and Rutgers University, Dan realizes the importance of offering ample avenues of recreation opportunities for the community.   

Dan Toth served, and continues to serve on many boards. He is a present member and vice-chairman of Brick Township’s Municipal Alliance Committee, a program focused on drug and alcohol abuse prevention among our school-aged children by providing viable programs designed to keep our youth involved and active in their community. For two years he worked as a member of Brick’s Shade Tree Commission. Among his many responsibilities in that capacity, he reviewed site plans for commercial establishments and made recommendations on how the landscape architecture would be more suited to convey the image he believes is best suited for Brick Township. Many aesthetical improvements and procedures used were of his recommendation during his tenure with the Shade Tree Commission. During his time on the Commission, he also prompted litter-awareness programs in Brick Township.

 

Dan Toth’s interest in politics has shown through his involvement in the 1993 Congressional Youth Leadership Council in Washington, D.C. He continued to pursue his interests at Rutgers College (Rutgers University) in New Brunswick, graduating with a B.A. in Political Science and a minor in History. In the spring semester of 1996 and the fall semester of 1997, Dan Toth placed on the Dean’s List of Distinguished Students. In 1996, he was also a Rutgers University Senate candidate.

 

Over time, Dan Toth has developed a long history working with people. An advanced knowledge of Spanish, coupled with a working knowledge of Hungarian – as well as a background in politics and his history with Brick Township – have provided him with many outlets for communicating with the public. He hopes to become an active participant in the leadership of Brick Township where he can utilize his broad array of skills and experiences to further advance the Township in a positive social and economic direction.

 

Dan applies his knowledge and experience in operations management, financial analysis and procurement with his current business, American Importing/Exporting, Inc., an importing and distributing operation specializing in high quality wines from around the world. As President of this company, Toth has strong organizational skills that allow him to effectively communicate with not only his employees, creating a working environment that is both enjoyable and profitable, but with his clients as well. Because of differing market conditions and currency fluctuations, Dan’s position also requires him to constantly renegotiate contracts with foreign and domestic producers.

 

As a member of one of the most heavily regulated industries in the nation, his success in the alcoholic beverage industry can be attributed to his hard work and dedication in the early years. In founding his company, he had to work through myriad bureaucracies on the local, state and federal levels. His experience in dealing with such governmental bodies as the Federal Tax and Trade Bureau (formerly the ATF), the U.S. Food and Drug Administration, U.S. Customs, the U.S. Treasury, the NJ State Alcoholic Beverage Control and the NJ State Division of Revenue has made him proficient at understanding and dealing with governmental entities. Dan is able to comprehend the so-called “bureaucratic red tape” and navigate through it.

 

Utilizing his professional skills, Dan Toth wants to help bridge the gap between the township council and the administrative division, while bringing quality, affordable and open government to the people whom it represents. His confidence and education have enabled him to succeed in the private sector and he now wants the honor of representing the residents of Brick Township as a councilman, where he will bring knowledge, experience and a high level of respect to the office.

A lifelong Brick Township resident, Ruthanne Scaturro is completing her first term of service on the Brick Township Council and is seeking re-election. She is a graduate of Cabrini College where she earned a Bachelor’s Degree in Psychology.

Ruthanne has served as the past President of the Brick Township Chamber of Commerce, the past President of the Brick Township Rotary Club and has been active in philanthropic organizations ranging from the Monmouth/Ocean Development Council to the Brick Hospital Association. She was awarded the Boys Scouts “Good Turn” award in 2002 and is a charter member of the Brick UNICO as well as a member of the League of Women Voters. Her community involvement led her to seek office in 2003, and she has made a strong impression on her fellow council members and a significant contribution to the taxpayers of Brick Township since first being elected. Among her accomplishments was serving as Brick Township Council President in 2005. Her professional credentials include decades-long experience in financial management, human resources development and general management.

Ms. Scaturro has strong fiscal credentials and is responsible for the fiscal soundness and profitability of a growing corporate entity with $238 million dollars in sales. She brings a financial skill set to the Town Council which was sorely lacking and her insightfulness and experience have helped the Council make appropriate decisions concerning the taxpayers’ money during her tenure on that body.

She is an accomplished contracts negotiator and today serves as the Manager of the more then 20 Ferguson Enterprises showrooms located in New Jersey.
